What is a Positive Behaviour Support Plan (PBSP)?

A Positive Behaviour Support Plan (PBSP) is a written, evidence-based document developed to help improve the quality of life of a person with a disability and reduce behaviours of concern. It explains why behaviours may be occurring and outlines practical, person-centred strategies that build skills, increase independence and support safer, more positive everyday experiences. PBSPs focus on understanding and support, and are delivered as part of positive behaviour support services by our skilled Positive Behaviour Support Practitioners.

Who Can Write a Positive Behaviour Support Plan?

A Behaviour Support Plan can only be written by a suitably qualified Behaviour Support Practitioner who meets the NDIS Quality and Safeguards Commission requirements. These practitioners are equipped with the training and experience needed to assess behaviour, use evidence-based approaches and develop ethical, person-centred plans that support safety and wellbeing.

Types of Behaviour Support Plans

Behaviour Support Plans are developed based on the level of risk, complexity and immediate support needs of the individual. Under the NDIS, there are two main types of Behaviour Support Plans:

Interim Behaviour Support Plans

An Interim PBSP is a short-term plan developed when there is an immediate risk of harm or when restrictive practices are being used. It focuses on keeping people safe while a full assessment is completed. Interim plans outline temporary strategies and must be reviewed and replaced by a comprehensive plan within the required timeframes.

Comprehensive Behaviour Support Plans

A Comprehensive PBSP is a detailed, long-term plan developed after a full assessment of behaviour and underlying needs. It includes proactive positive behaviour support strategies, skill-building and clear guidance for families and their support teams.

Our Behaviour Support Practitioners take time to get to know the individual, what matters to them and how they experience their environment. This includes understanding communication styles, strengths, routines, sensory needs and relationships that may influence behaviour.

Behaviour Assessment and Functional Analysis

We assess behaviours of concern to understand when, where and why they occur. This functional assessment identifies triggers, unmet needs and the purpose the behaviour may be serving. This step is essential for selecting the most effective positive behaviour support strategies.

Developing the Positive Behaviour Support Plan

Using assessment findings, we develop a personalised Positive Behaviour Support Plan. The plan outlines proactive strategies, skill-building supports and clear responses to behaviour. Strategies may include communication supports, environmental adjustments, routine changes, emotional regulation skills and capacity-building for supporters.

Implementing Strategies Across Settings

We work alongside families, carers and support teams to put the plan into action at home, school and in the community. Practitioners provide guidance and education to ensure positive behaviour support strategies are applied consistently and confidently.

Monitoring, Review and Ongoing Support

Behaviour support is an ongoing process. We regularly review progress, adjust strategies as needed and ensure the plan continues to meet the person’s goals. This includes monitoring outcomes, reducing reliance on restrictive practices, and supporting long-term improvements in quality of life.
